This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
These are the Level 5 Trousers or softshell. These are designed to be worn as one of the outermost layers. The Level 5 pants are made of a lightweight stretch material (Polyester and Nylon) these pants are meant to be worn as a wind/light rain layer as these are NOT waterproof.
This is the listing for UCP wet weather, there is a separate website listing for OCP ECWCS gear. Most CIF facilities will accept any size in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
