This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
This is the Gore-Tex Trouser that are the 6th "Level" of the system and meant to be the outermost water proof layer. These are made from a lightweight Gore-Tex fabric. The level 6 is truly water-proof for the worst rainy conditions.
This is the listing for Multicam wet weather, there is a separate website listing for OCP ECWCS gear. Most CIF facilities will accept either one in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
