This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
These are the Level 5 Trousers or softshell. These are designed to be worn as one of the outermost layers. This particular one differs from normal ECWCS Level 5 in that this is Flame Resistant. The fabric is different from the standard level 5 outerwear as the flame resistant material does not have any stretch (Spandex) in it as it is a no-melt fabric.
This is the listing for Multicam wet weather, there is a separate website listing for OCP ECWCS gear. Most CIF facilities will accept either one in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
