This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
This is the softshell Jacket that are the 5th "Level" of the system and meant to be one of the outermost water and wind resistant layer. This particular one differs from normal ECWCS Level 5 in that this is Flame Resistant. The fabric is different from the standard level 5 outerwear as the flame resistant material does not have any stretch (Spandex) in it as it is a no-melt fabric.
This is the listing for Multicam wet weather, there is a separate website listing for OCP ECWCS gear. Most CIF facilities will accept either one in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
