This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
These are the lightweight Gore-Tex Jacket that are the 6th "Level" of the system and meant to be the outermost water repellant layer. These are made from genuine Gore-Tex materials and are a high quality, water proof layer.
This is the listing for OCP wet weather, there is a separate website listing for Multicam ECWCS gear. Most CIF facilities will accept either one in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
