This is a part of the USGI ECWCS (Extreme Cold Weather Clothing System) Gen III System. While the US Army gets a lot of things wrong, the ECWCS system has been extremely well made.
This is the softshell Jacket that are the 4th "Level" of the system and meant to be one of the outermost water and wind resistant layer. These are made from a lightweight stretchy nylon fabric. The level 4 is nearly identical to the Level 5 Jacket without the stowable hood and no Velcro on the shoulder pockets. Otherwise it is identical to the Level 5.
This is the listing for OCP wet weather, there is a separate website listing for Multicam ECWCS gear. Most CIF facilities will accept either one in our experience. There are a plethora of NSNs associated with this system and most CIF facilities understand this. Buy something similar and you should be fine if buying to turn it in.
